三、結語：福利國家的治理創新

中國正進入一個新的發展時期。以經濟發展主義為導向的政府主導型發展模式，已經不可持續，中國經濟發展模式的轉型勢在必行，供給側改革的重要性日益凸顯。然而，供給側改革不可能包打天下，中國的發展也需要需求側改革，即重建福利國家。作為社會性基礎設施，福利國家是市場經濟體系正常運轉的制度性保障。就中國而言，社會政策的變革，對于中國經濟的“穩增長”和發展模式的轉型來說，并不一定都是遠水。關鍵在于如何選擇社會政策變革的路徑，使之一方面能有效地幫助民眾分散社會風險，另一方面又能同市場機制的運行相行不悖。

在當今中國社會經濟發展模式大轉型的時代，福利國家在很多人的心目中依然是一個忌諱，這一方面是出于對福利國家的誤解，另一方面是忌憚于行政化、官僚化福利國家對社會經濟生活所產生的負激勵。但是，行政化并非福利國家的本質特征，市場機制和社群機制也可以在福利國家的建設中發揮積極作用。福利國家建設并不一定與市場化建設相悖，也不一定會有損于市場運行的效率，這一點同樣適用于社會。正如市場機制本身有多樣性一樣，福利國家的制度結構也有多樣性。實施“積極的社會政策”，建設一個發展型福利國家，使之成為市場機制運行的社會性基礎設施，是中國經濟發展模式轉型的社會基礎。

“積極社會政策”有很多形式，“發展型福利國家”也有很多發展模式。中國經濟發展模式的轉型能否成功，關鍵在于我們能否在福利國家建設上拋棄陳腐的理念，從社會發展主義的新視角，重新探索社會經濟協調發展的新路徑。

長期以來，中國在社會政策的變革與發展方面始終陷入一種零敲碎打的局面，缺乏一個持續有力的、一以貫之的、協調平衡的福利國家發展戰略，這也是中國經濟發展模式轉型不利的一個重要原因（吳木鑾、計巍巍，2013：38—49）。唯有清醒地認識到這一點，才能有效地推進必要的社會經濟改革。簡言之，如果能將增進市場、激活社會、創新政府，亦即在市場機制、社群機制和行政機制如何相得益彰上做文章，福利國家的建設才能走上健康發展之路。正是在這一點上，中國的社會政策學者任重而道遠。
