From “Relying on Medicine Profit”to “Relying on Medical Service”: The Experience and Mode of Medical Reform in County-level Public Hospitals of Zhejiang Province

Abstract: This paper mainly uses the method of collecting the data of the 11 hospitals of Zhejiang Province and making patients and doctors fill out our questionnaires to study the effect of the newly-implemented medical reform in countylevel public hospitals of Zhejiang Province and its influence on hospitals, doctors and patients. Study finds that the reform increases the quantity of hospital's medical services. We also found that the effect of zero difference in medicine sale reform is very significant, which means it plays a significant role in reducing the burden on patients. Although the reform curtails the ways to earning profit that can be utilized by hospitals, the effect is not huge enough to incur negative influence on hospital operations but it on the other hand enhances its operational efficiency. However, this reform hasn't yet had fundamental effect on the problem of moral hazard that may exist in the behavior of issuing prescriptions by doctors.
