4 Overall Planning

4.1 Basic Requirement

4.1.1 The overall planning for a fossil fired power plant shall be conducted according to the production,construction,and living requirements,in conjunction with the natural conditions of the site and vicinity,urban-rural planning and land-use planning of the local region,so as to coordinate the planning of plant area,construction area,water source,water intake and drainage pipelines,ash pipelines,ash storage yard,comprehensive utilization of ash,transportation,outgoing line corridors,and heat-supply network,focusing on the recent works while keeping an eye on long-term works.

4.1.2 The overall planning of a fossil fired power plant shall implement the policy of economically and intensively using land to minimize the land occupation by the plant area,the front area of plant and construction area,and strictly controlling the soil borrow area and spoil area through aggressive use of new technologies and processes and design optimization.It shall also comply with the following requirements:

1 The land area for a power plant shall be determined according to the planning capacity,construction scale of the current phase as well as the construction requirements.

2 The land for the plant area shall be planned from an overall view and acquired by stages and in batches.

3 In case dams are provided,the scope of land intended for plant area and dams shall be determined according to the implementation of dam works at early stage.

4.1.3 The overall planning of a fossil fired power plant shall comply with the urban planning or industrial district planning,the requirements for environmental protection,fire fighting,labor safety,and occupational hygiene,and the requirements on layout of process flow,reasonably utilize the topographical and geological conditions,facilitate transportation,construction and expansion,and properly coordinate the relationships between activities inside and outside the plant area,production and living,and production and construction.

4.1.4 The overall planning of a fossil fired power plant shall satisfy the following provisions:

1 The plant area shall be divided into zones according to functions.

2 The layout of buildings in various zones should take into account the sunlight and wind direction,and shall be reasonable and compact.

The auxiliary production and accessory buildings should be arranged jointly and in multi-storey structure and shall comply with the requirements for energy conservation.

3 The spatial organization of buildings and the architectural complex shall be in harmony with the surrounding environment.

4 For a coal-electricity integrated pithead plant,the coal yard,coal handling facilities,and auxiliary facilities should be planned in a unified way.

5 The landscape planning shall be worked out according to the local conditions such that the land used by the plant will not be increased for landscape.

6 For a fossil fired power plant located in wind drift sand area,necessary shelter forest outside the plant shall be provided according to the specific conditions.

4.1.5 The plant area of a fossil fired power plant shall be protected from the influences of waste gas,wastewater and water slag from other industrial enterprises.

4.1.6 The plant area of a fossil fired power plant shall be kept clear of the geohazard-prone area,goaf,karst development area,landslide area,and debris flow area.If it is impractical to avoid the above areas,necessary protective measures shall be taken according to the results of geohazard risk assessment.

4.1.7 The plant area of a fossil fired power plant shall be far away from active faults for a safety distance which shall be determined according to the grade,scale,occurrence,property,depth of overburden of the active faults and regional peak acceleration of ground motion.

4.1.8 The design of buildings(structures)of a fossil fired power plant shall meet the requirements of fire-resistance rating.The fire hazard classification and fire-resistance rating of various main production,auxiliary production,and ancillary buildings(structures)during production process shall comply with the current national standard GB 50229 Code for Design of Fire Protection for Fossil Fuel Power Plants and Substations in addition to the following regulations:

1 The fire hazard classification and fire-resistance rating of office buildings in which electrical,I&C,and metal test labs are arranged shall be Class III,Type D.

2 The fire hazard classification and fire-resistance rating of liquid ammonia storage and treatment facilities shall be Class II,Type B.

3 The fire hazard classification and fire-resistance rating of urea storage and treatment facilities shall be Class II,Type C.
