3.3 Requirements on Operating and Regulating Performance of Generating Units
3.3.1 The operating performance of units shall meet the following stipulations:
1 The generating units shall have automatic voltage regulators installed at the generator end for voltage closed loop control,shall have the functions of over-flux limit,under-excitation limit,over-excitation limit,over-excitation protection and additional reactive current compensation,and the model parameters shall meet the system requirements.
2 The excitation system shall be provided with power system stabilizer,and the model parameters shall meet the system requirements.
3 The generating units shall be provided with automatic speed controller for frequency and power closed loop control,and the model parameters shall meet the system requirements.Constant active power output shall be ensured when the system frequency changes in the range of 48.5Hz to 50.5Hz.
4 The normal regulation rate of the generating units shall not be less than 1%of the rated active power per minute;the peak load regulation capability of the power units shall accommodate the requirements set forth by power source structure of the power grid and load characteristics on peak load regulation,and shall not be less than 50%-60%of the rated active power of the generating units.
5 The power factor of generators at the sending end of the power grid should not be greater than 0.9(lagging);the power factor of 600 MW and above generating units at the receiving end may be in the range of 0.85-0.9(lagging);in DC transmission system,the power factor of generators at the sending end may be in the range of 0.85-0.9(lagging);the generators shall accommodate the requirements of the power system on leading phase operation.
6 The black start generating units shall be capable of becoming synchronized with the system within two hours after the auxiliary gas turbines or standby diesel generators are started up.
3.3.2 The regulation performance of the units shall meet the following stipulations:
1 The generating units connected to the grid shall all participate in the primary frequency modulation.The basic performance indicators related to the primary frequency regulation shall comply with the following requirements:
1)For generating units provided with electronic-hydraulic control system of steam turbine,the dead band shall be controlled within±0.033 Hz;for generating units provided with mechanical and hydraulic control system,the dead band shall be controlled within±0.10 Hz.
2)The speed governing droop shall range from 4%-5%.
3)The maximum load limitation shall be 6%-10%of the rated output of the units.
4)The primary frequency regulation shall have an operating range the same as the assigned output of unit.
5)When the change in the grid frequency exceeds the dead band of the primary frequency regulation,the units shall respond according to the response target within 15s.
6)Within 45s after the change in the grid frequency exceeds the dead band of the primary frequency regulation,the average value of the differences between the actual output and response target of the units shall be within±3%of the rated active power output.
2 The fossil fired units shall have the automatic generation control function,and participate in the closed loop automatic generation control of the power grid.The basic performance indicators shall comply with the following requirements:
1)For fossil fired units employing direct-firing pulverizing system,the regulation rate of automatic generation control shall be no less than 1%of the rated active power per minute;and the response time of automatic generation control shall be no longer than 60s.
2)For fossil fired units employing intermediate storage pulverizing system,the regulation rate of automatic generation control shall be no less than 2%of the rated active power per minute;and the response time of automatic generation control shall be no longer than 40s.
3)The maximum regulating range of the automatic generation control(AGC)shall be 50%to 100%of the rated steam admission of units.
4)The automatic generation control units shall allow both manual and automatic disturbance-free switching between the local control and remote control.
3 The units shall be capable of performing automatic voltage control function,and coordinating and controlling the reactive power output of the units.The automatic voltage control(AVC)devices of the units shall be able to work together with the energy management system(EMS)to perform combined close-loop control function.
