Joseph W. Beausoleil served as an advisor to the U.S. Agency for International Development in implementing past performance requirements that resulted from the Federal Acquisition Streamlining Act of 1994. He developed the agency's procedures for evaluating past performance information and contractor performance. He has had extensive experience offering past performance training to contracting and technical officers. As the agency's liaison with the Office of Federal Procurement Policy, Mr. Beausoleil participated in interagency working groups in developing the sample report form used to evaluate contractor performance and rewriting the best practices guide for past performance.

Mr. Beausoleil has a PhD in Management from the University of California for Advanced Studies and an MA in Economics from UCLA. He now resides with his wife in Estero, Florida. His email address is jbeausolei@aol.com.
