3.1　General Requirements

3.1.1　Plant site selection shall meet the requirements of national economic development and overall planning of petrochemical industry.

3.1.2　Plant site selection and general planning shall follow the basic national policy of proper use and conservation of land resources and protection of farmlands，comply with the local general planning for land use，and improve land use efficiency.

3.1.3　Plant site selection and general planning shall be in accordance with local urban and industrial park planning.

3.1.4　Plant site selection and general planning shall be in accordance with the requirements and provisions on environmental protection，safety and health，mineral resource and historical relic protection，traffic and transportation，etc.
