摘要：本書總結了新中國成立以來非煤礦業的發展規律，及其在工業化不同階段的主要特征，分析了供給側結構性改革深入推進背景下未來一段時期中國非煤礦業的發展趨勢。從時間、地域、礦種、類型、誘因、開采方式、企業規模等多個角度，分析了中國非煤礦山生產安全事故的發生規律，尤其是黨的十八大以來非煤礦山生產安全事故下降的重要變化。采用面板數據模型等計量方法定量分析了中國工業化進程與非煤礦山生產安全事故之間的關系，確定了非煤礦山生產安全事故的主要影響因素。以非煤礦山生產安全事故數據和經濟社會統計數據為基礎，采用定量研究方法，分基準情景和深化改革情景對2020—2035年中國非煤礦山生產安全事故進行了預測。在定量分析的基礎上，借鑒發達國家促進非煤礦業發展與生產安全事故“脫鉤”的經驗，結合供給側結構性改革深入推進對中國非煤礦業發展的深刻影響，從監管體制、結構調整、技術革新、管理實踐等方面，提出了促進中國非煤礦業發展與生產安全事故“脫鉤”的精準監管建議。

Abstract：This book summarizes the law of development of non-coal mining industry since the founding of New China，and its main characteristics at different stages of industrialization，and analyzes the development trend of China's non-coal mining industry in the future period under the background of deepening the supply-side structural reform.We analysis the occurrence of non-coal mine production safety accidents in China from multiple angles of time，region，mine type，type，inducement，mining method，and enterprise scale，and the decline of non-coal mine production safety accidents since the 18th National Congress of the CPC.We conduct quantitative analysis on the relationship between China's industrialization process and non-coal mine production safety accidents，and identify main influencing factors of non-coal mine production safety accidents，by using panel data model.Based on the non-coal mine production safety accident and economic and social statistics data，a quantitative research method is used to predict the non-coal mine production safety accidents in China from 2020 to 2035 in the base scenario and the deepening reform scenario.Based on the quantitative analysis，drew on the experience of developed countries in promoting the decoupling of non-coal mining industry development and production safety accidents，and combined with the supply-side structural reforms to further promote the profound impact on the development of non-coal mining industry in China，it has put forward precise supervision suggestions to promote the “decoupling” of China's non-coal mining industry development and production safety accidents，from the perspectives of administrative system reform，structural change，technological innovation and management practice.
