3　Basic Provisions

3.0.1　The construction organization shall have the corresponding qualifications for steel tower and mast structure engineering construction；engineering quality management shall be governed by the corresponding technical standards for construction，quality management system，quality control and inspection system；the construction site shall be provided with the construction organization design approved by the technical director of the project.

3.0.2　The steel tower and mast structure for mobile communication engineering is subject to construction quality control based on the following provisions:

1　The raw materials and finished products shall pass the site acceptance.All raw materials and finished products involving safety and functions are subject to re-inspection conducted according to this code，and sampling and sample delivery witnessed by the supervising engineer（the technical director of the owner）.

2　Processes shall be subject to quality control according to technical standards for construction；inspection shall be conducted after each process has been completed.

3　Elements delivered to the site，foundation completed on the site and foundation anchor bolts shall pass the handing-over inspection，be checked and approved by the supervising engineer（the technical director of the owner）before installation of steel tower and mast；no installation is allowed unless they pass the inspection.

3.0.3　The steel tower and mast structure for mobile communication engineering shall be checked and accepted according to the following requirements:

1　The construction quality of steel tower and mast structure for mobile communication engineering shall comply with these standards and other relevant professional acceptance specifications；

2　The requirements for geotechnical investigation and design documents shall be satisfied；

3　The personnel involved in check and acceptance shall have the corresponding qualifications；

4　Check and acceptance shall be conducted on the basis of inspection and evaluation conducted by the construction or ganization itself；

5　Concealed works shall be checked and accepted by the supervising personnel notified by the construction organization before concealment，for which check and acceptance document shall be written；

6　Doubtful steel products and standard components，etc，are subject to the evidential testing conducted according to provisions；

7　The quality of the inspection lot shall be checked and accepted as with dominant items and general items；

8　Sampling test shall be conducted for important items involving structural safety and functionality；

9　The organizations which undertake the evidential testing and conduct relevant structural safety test shall have the corresponding qualifications；

10　The appearance quality of the project shall pass the onsite inspection conducted by the acceptance personnel and shall be jointly confirmed by them.

3.0.4　The steel tower and mast structure for mobile communication engineering shall be divided into unit（subunit）projects，subprojects（divisional subprojects），sub-item works and inspection lots for check and acceptance.Subprojects（divisional subprojects）and sub-item works of steel tower and mast structure for mobile communication engineering shall be specified according to Table 3.0.4.

3.0.5　Sub-item works of steel tower and mast structure for mobile communication engineering can be subdivided into one or more inspection lots on the basis of different process contents，work amount and construction period；inspection lots shall be defined according to this code.

3.0.6　The measuring instruments used for the acceptance of structure for mobile communication steel tower and mast must be qualified by metrological verification and calibration.
