Research on the key issue of the management of scientific and technological information resources

[Abstract] Scientific data and scientific literature are important basic science and technology information resources, the theory and technology of scientific literature management is relatively mature, but the scientific data resource management is still in its infancy.Based on the scientific literature management theory, combining with scientific data characteristics, this paper analyzed the maintenance and service phase of the process of scientific data resource management, including unique identification and reference, scientific data resource service, finally it expatiated the above issues in depth, with the practice of existing scientific data resource management system.

伴隨著全球化和信息化，各國經濟的競爭很大程度上取決于科技實力的競爭，而科技實力的競爭在很大程度上取決于對科技資源的開發和利用程度。科技信息資源作為科技資源的重要組成部分，是國家科技發展與科技創新的重要支撐和基礎保障條件，是國家創新體系的重要環節。科學數據和科技文獻是科學研究的重要產出，基礎性科技信息資源（如科學數據、科技文獻）隨著科學技術的迅猛發展而大量產生和快速積累，是科研成果產出的重要表現形式，其本身就是極具保存、傳播和共享價值的資源，能為科技創新提供基礎性支撐，日益成為各國科技實力競爭的戰略性資源[1]。對科學數據資源進行管理，將便于科技人員進行檢索和使用，從而發揮科學數據的價值；促進科學數據與科技文獻之間的關聯，有助于科研人員更方便地獲取更廣泛的信息資源，產生更廣泛的科研成果。
